Profil

Penabulu Koneksi Karbon (Penabulu Carbon-Connect) serves as an independent intermediary and connecting hub within Indonesia’s greenhouse gas emissions reduction and carbon removals ecosystem, as an integral part of the country’s efforts to achieve its national climate targets and contribute to the global climate change framework. The unit connects actors, knowledge, policy, finance, technology, and markets to advance the development of high-integrity, inclusive, and sustainable carbon initiatives and projects.

Carbon-Connect brings together national and subnational governments, rights and permit holders, Indigenous Peoples and local communities, civil society organizations, project developers, technology and technical expertise providers, financial institutions and investors, carbon standards and registries, validation and verification bodies, buyers, and other carbon market actors. Through this role, Carbon-Connect serves as a carbon ecosystem gateway, connecting climate action opportunities at the project and jurisdictional levels with policy frameworks, integrity standards, sources of finance, technology, and domestic and international carbon markets.

Carbon-Connect supports the development of carbon initiatives throughout the program and project lifecycle, from opportunity identification and preliminary assessments, feasibility studies, and participatory program design to baseline establishment and measurement systems, Measurement, Reporting and Verification (MRV), compliance with safeguards and applicable standards, financing scheme development, and implementation by relevant parties in accordance with their respective roles and mandates. Its support extends through registration, carbon credit issuance and transactions, and the establishment of fair and inclusive benefit-sharing mechanisms. Throughout this process, Carbon-Connect may provide direct support or connect and coordinate the expertise, institutions, technologies, and resources required according to the specific characteristics and needs of each initiative.

Carbon-Connect places environmental and social integrity at the core of carbon initiative development. This includes, among others, ensuring additionality and permanence, managing leakage risks, preventing double counting, promoting transparency and accountability, respecting community rights and tenure, upholding Free, Prior and Informed Consent (FPIC), advancing gender equality and social inclusion, safeguarding Indigenous Peoples and local communities, establishing effective grievance mechanisms, and ensuring transparent and equitable benefit sharing.

Carbon-Connect works across a range of carbon project models, including activities that prevent and reduce emissions as well as those that enhance carbon removals and storage. Support can be provided at multiple scales, from jurisdictional and nested approaches and the aggregation of multiple projects or activities to individual projects based on forest utilization permits or approvals and community-based initiatives, including Social Forestry, Indigenous Peoples’ territories, and other forms of community-based natural resource management. This approach enables site-level projects and initiatives to remain connected to carbon accounting systems, policies, and emissions reduction targets at both subnational and national levels.

Building on Penabulu’s experience and networks in forestry, environmental governance, civil society, and community-based natural resource management, Carbon-Connect considers Forestry and Other Land Use (FOLU) one of its core areas of work. At the same time, Carbon-Connect contributes to the development of carbon ecosystems and climate finance across other sectors, including waste, energy, transportation, agriculture, coastal ecosystems, and blue carbon. This expansion takes into account the distinct methodologies, governance arrangements, regulatory frameworks, and stakeholder landscapes of each sector.

On the downstream side, Carbon-Connect connects initiatives that demonstrate integrity and viability with sources of finance and market demand, including climate finance, results-based finance, project development investment, carbon offtake arrangements, and domestic and international carbon markets. Carbon-Connect also supports project readiness to meet relevant carbon standards and mechanisms and facilitates connections with registries, validation and verification bodies, buyers, investors, and technical partners required for carbon project development and transactions.

Carbon-Connect also connects national and international partners with the context and opportunities for carbon action in Indonesia, including developments in national regulations and registry systems, jurisdictional and subnational governance, the alignment of projects with national climate targets, and the institutional, social, and tenure contexts that shape engagement with communities at the local level. This gateway function operates in both directions. It facilitates access for international actors, finance, technology, knowledge, and markets to climate action opportunities in Indonesia, while expanding access for Indonesian initiatives, subnational governments, local actors, and communities to resources and the broader global carbon ecosystem.

To perform these functions, Carbon-Connect is supported by a team of technical and thematic experts, instruments and technologies for carbon project development and management, and relevant networks at the subnational, national, and international levels. These internal capacities are complemented by a collaborative approach that enables Carbon-Connect to assemble teams and partnerships tailored to the specific requirements of each project, jurisdiction, sector, and financing mechanism.

Penabulu Carbon-Connect does not position itself solely as a project developer or carbon credit broker. Rather, it serves as a trusted intermediary and carbon ecosystem gateway that brings together carbon integrity, community interests, public policy, expertise and technology, finance, and market access. Through this role, Carbon-Connect seeks to ensure that the growing economic opportunities associated with carbon and climate finance are translated into credible emissions reductions and enhanced carbon removals, while generating tangible, equitable, inclusive, and sustainable benefits for people and the environment.
